i believe they are in a quest area in hiemliea.... but i am not sure

They are in a quest are in hiemelia. The directions are really long and difficult and in my opinion they aren't worth getting unless you can make a speedwalk. Even then, you can only get 3 at the most.
You're better off getting stk's from Sunken City. You can get 5 at a time and they have the same weapon class.
