what would be the minimum suggested level for exploring the areas of Abbadon, Ottograd, Ensi Isle and Shanadan?
and what's the minimum charisma required so things don't auto-attack you there?

It all depends on what sort of subclass you are. If you have tremor/para or are a really buff fighter then these are about the levels I would suggest:
Ottograd lower levels: 30-40
Shanadan: 50-60
Ensi and Ottograd upper levels: 60-70
Abbadon: Never. If you get weaved and surged you will most likely die. Surprise. They keep overpowering the mobs and nerfing the players. Only people who can effectively xp here are the ones who can tremor the mobs and rumor has it that tremor might be nerfed so that it is more random and will have a 1 round delay.
If you're a chainer or rogue, these aren't great areas.

Abbadon sounds like a good place for shamans to xp then if the monster's only got spells
